What is it?

While driving in Hollywood on Wednesday morning I saw this device attached to a car's tire. It may be a clue that the car has Michigan plates which say "Manufacturer Plate." Still, why is it here? What is it doing?

It's difficult to tell from the pictures, but if I had to guess, I would say it was the remnants of a "boot" (the thing that is supposed to keep your car from going anywhere when you park illegally or something).

Looks like they might have sledged off the main chunks but the iron clamp underneath remained.

OR... since this car is heavily modified (or appears to be), it could be an external wheel-hub adapter for regular wheels when needed, if his racing wheels (one huge lug nut in the center) got stolen.

My theory is that it's a car that's being used for some sort of test, and that device is used to measure something (wheel rotations, alignment, or such?).

Meino, you are a total idiot. Its a test car. Ford motor company is based in dearborn, MI. They are linked closely with mazda... Jon you are correct with your theory. After living in MI for all my life just a 10 minute drive from the "Ford Proving Grounds" and their world head quarters, you get to see some pretty radical test cars and such.
